4月26日上午,武汉仲裁委员会换届大会在武汉举行,第六届武汉仲裁委员会正式成立。此次换届并非一次简单的“换人”,而是实现了委员会架构、仲裁规则、仲裁员队伍三大板块的系统性升级。作为2025年入选司法部首批“中国特色国际一流仲裁机构”培育名单后的一次整体焕新,武仲正以此为契机,从人才与制度两端发力,加速向国际一流仲裁机构目标迈进。
On the morning of April 26, the Wuhan Arbitration Commission held its leadership transition meeting, officially launching the Sixth Wuhan Arbitration Committee. This transition is not just a simple "personnel change," but a systematic upgrade in three major areas: the committee's structure, arbitration rules, and the arbitration team. Following its inclusion in the Ministry of Justice's first batch of "Chinese-Style World-Class Arbitration Institutions" in 2025, this overhaul marks a new phase for Wuhan Arbitration Commission, which is leveraging both talent and institutional reforms to accelerate its progress toward becoming a world-class arbitration institution.

第六届武仲仲裁员队伍总人数达2141人,较第五届增长近一倍。新聘仲裁员占比超过六成,不仅来自建设工程、公司投资、股权金融等传统优势领域,也扩展到碳交易、数据合规、军民融合、航空等新兴领域。仲裁员覆盖全国31个省、自治区和直辖市、香港特别行政区、澳门特别行政区,境外仲裁员151人,来自美国、英国、法国、葡萄牙、巴西等国,“立足武汉、辐射全国、链接国际”的服务格局已基本形成。
The total number of arbitration members in the Sixth Wuhan Arbitration Commission has reached 2,141, nearly double that of the previous term. Over 60% of the newly appointed arbitrators come from a range of traditional sectors such as construction, corporate investment, and equity finance, as well as emerging areas like carbon trading, data compliance, military-civil integration, and aviation. The arbitrators are distributed across all 31 provinces, autonomous regions, and municipalities in China, including Hong Kong and Macao, with 151 international arbitrators from countries such as the United States, the United Kingdom, France, Portugal, and Brazil. This has formed a service structure that is "based in Wuhan, radiating nationwide, and connecting internationally."

2025年7月31日,武仲入选司法部首批培育的中国特色国际一流仲裁机构。“武汉作为中部城市,理应打造区域国际仲裁中心。”第六届武汉仲裁委员会仲裁员,中南财经政法大学国际法学院院长徐伟功指出,在此背景下,武仲应顺势而为,重点发展国际商事仲裁领域,“为‘走出去’企业打造公共服务产品”。新受聘的仲裁员、湖北金翅律师事务所合伙人孙士奇表示,武仲不仅是仲裁服务机构,更是一个智库,“随着更多国际仲裁员的加入,武仲在多个国家和地区实现有效覆盖,有助于打消外方当事人在选择武仲时的顾虑。当来自这些地区的仲裁员能够参与武仲的仲裁程序时,将赢得更多信任,从而更好地推动争议解决。”
On July 31, 2025, Wuhan Arbitration Commission was selected as one of the first batch of "Chinese-Style World-Class Arbitration Institutions" to be cultivated by the Ministry of Justice. "Wuhan, as a central city, should build itself into a regional international arbitration center," noted Xu Weigong, a new arbitrator and Dean of the School of International Law at Zhongnan University of Economics and Law. In this context, Wuhan Arbitration Commission should seize this opportunity to focus on developing international commercial arbitration and provide public service products for enterprises “going global.” Sun Shiqi, a newly appointed arbitrator and partner at Hubei Jinchih Law Firm, stated that Wuhan Arbitration Commission is not just an arbitration service organization, but also a think tank. "With the addition of more international arbitrators, Wuhan Arbitration Commission has achieved effective coverage in multiple countries and regions, helping alleviate concerns foreign parties may have when choosing Wuhan Arbitration Commission. As arbitrators from these regions participate in arbitration proceedings, it will gain more trust and facilitate better dispute resolution."
值得注意的是,本届仲裁员中,涉外及港澳台人才较上届显著增长,国际化人才储备持续加强。香港仲裁师协会会长、律师王则左便是其中之一。他长期从事建设工程、国际贸易、外商投资领域的仲裁工作,拥有超过20年从业经验,在北京、上海、深圳、广州等多地担任仲裁员,并担任香港法院临时法官。
It is worth noting that this session has seen a significant increase in talent from foreign countries as well as regions such as Hong Kong, Macao, and Taiwan, continuing to strengthen international talent reserves. One example is Wang Zezuo, President of the Hong Kong Institute of Arbitrators, who has over 20 years of experience in arbitration in the fields of construction, international trade, and foreign investment. He has served as an arbitrator in Beijing, Shanghai, Shenzhen, Guangzhou, and other cities, and as a temporary judge in the Hong Kong courts.

王则左认为,随着共建“一带一路”倡议走深走实,涉及外国当事人的仲裁案件将持续增加。“在境外解决争议至关重要,其中有两个重要因素:一是在境外建立人脉关系,二是投资。”他强调,当争议发生时,“首先应进行调解尝试解决,若调解未能成功,再通过仲裁解决——这远优于在外国法院或中国法院提起诉讼”。他认为,此次换届对武仲而言是一个重要契机,“使其从以往专注于解决国内争议转向解决涉外争议”。
Wang believes that with the Belt and Road Initiative advancing, the number of arbitration cases involving foreign parties will continue to increase. "Resolving disputes abroad is crucial, and there are two key factors: establishing networks and making investments." He emphasized that when disputes arise, "the first step should be mediation, and if mediation fails, arbitration should follow—this is far superior to litigation in foreign courts or Chinese courts." He sees this transition as an important opportunity for Wuhan Arbitration Commission, "shifting from focusing on domestic disputes to handling international disputes."
王则左近期已在武仲举办了六节国际仲裁讲座,介绍国际仲裁的流程与做法。“我们愿意‘走进来’交流,也希望协助内地企业‘走出去’,与对外法治接轨,帮助武汉成为仲裁的高地。”
Wang recently hosted six international arbitration seminars at Wuhan Arbitration Commission, introducing the processes and practices of international arbitration. "We are willing to 'come in' for exchanges and also hope to assist mainland enterprises in 'going global,' aligning with international legal frameworks and helping Wuhan become a hub for arbitration."
来自境外的委员代表同样对武仲的国际化前景表达了高度期许。境外委员克里斯托夫·坎贝尔·霍尔特在视频发言中表示,武汉仲裁委员会在中国仲裁乃至全球仲裁界享有盛誉、具有重要影响力。拥有超过25年国际律师从业经验的他表示,将把国际视角带入武仲的工作中,帮助改进并提升武仲的运作效能与影响力——“不仅限于哈萨克斯坦、中亚地区,更辐射至全球范围”。他诚挚表示:“我将全力支持武仲,共同将武汉打造为全中国乃至全球范围内真正拥有世界级仲裁声誉的投资枢纽。”
Representatives from overseas have also expressed high expectations for Wuhan Arbitration Commission's international prospects. Christophe Campbell-Holt, an international committee member, said in a video speech that the Wuhan Arbitration Commission enjoys a strong reputation and significant influence within China and the global arbitration community. With over 25 years of international legal experience, he stated that he would bring an international perspective to Wuhan Arbitration Commission's work, helping to improve and enhance its operational efficiency and influence—not only in Kazakhstan and Central Asia but globally. He sincerely expressed, "I will fully support Wu Zhong, working together to make Wuhan a truly world-class arbitration hub, with a global reputation for investment."
换届不只是“换人”。依照新修订的《仲裁法》,武仲对委员会组成人员进行系统性调整,法律、经济贸易领域专家占比提升,决策、执行、监督职责进一步厘清。新版《武汉仲裁委员会国内仲裁规则(2026年版)》三大制度创新备受关注:诚信仲裁原则——虚假仲裁、恶意拖延将被追责;人工智能+在线仲裁——增设AI辅助仲裁条款,全流程电子化、线上庭审合法地位得到确认;程序效率再提速——扩大简易程序适用范围,支持多份合同合并申请。
This leadership transition is more than just a "change of personnel." Following the newly revised Arbitration Law, Wuhan Arbitration Commission has systematically adjusted the composition of the committee members, increasing the representation of experts in law and economics and clarifying the responsibilities for decision-making, execution, and supervision. The new Wuhan Arbitration Commission Domestic Arbitration Rules (2026 Edition) features three major institutional innovations:
1. Integrity Arbitration Principle—holding parties accountable for false arbitration and malicious delays;
2. Artificial Intelligence + Online Arbitration—introducing AI-assisted arbitration clauses, confirming the legal status of fully electronic processes and online hearings;
3. Accelerated Procedural Efficiency—expanding the application scope of simplified procedures and supporting the consolidation of multiple contracts into a single request.
