就在上周，又一家企业在光谷落户，这对于日均诞生近百家企业的光谷，有点啥不同吗？8月13日上午，东湖高新区政务和大数据局工作人员携带营业执照、印章等企业开办大礼包，登门见到了这家企业的特殊法定代表人——巴基斯坦人可汗·陶西夫，他说朋友们都叫他——阿里。

Ali, a Pakistani national, filed an application last week to register a foreign-funded business in the Wuhan East Lake High-tech Development Zone. Following the official examination, he completed the registration using the "full process electronic method,” making him the first foreign investor in Hubei to register an entity with an "electronic signature" and a passport. 

上周，阿里通过代理人登陆湖北政务服务网“企业开办登记专区”，向东湖高新区提交外资企业设立登记申请。经工作人员审核，他通过“全程电子化”的方式完成外商投资企业的设立登记，成为我省首家持外国护照“电子签名”注册企业的投资人。自他之后，在网上注册企业这件事上，“内外”无差，外国人在中国创业，也能像普通内资企业一样实现全程网办。

东湖高新区政务和大数据局相关负责人介绍，改革前，外籍自然人投资设立外资企业，需提供经公证认证的自然人身份证明文件，或本人前往窗口面签。今年以来，省市场监督管理局试点外籍自然人登记注册便利化改革。

"In the past, my Chinese friends thought that foreigners 'might be a bit difficult' to set up a company in China, and I didn't expect it to be so convenient!" Ali said Wuhan's rules and environment for cross-border e-commerce are excellent, he is hopeful about Wuhan's "new coastal" development possibilities.

光谷在我省首个实现外籍自然人可通过更简便的方式进行身份核验并电子签名，降低“外国人”在武汉兴业成本。

“从前，我的中国朋友都觉得，外国人在中国开公司‘可能有点麻烦’，没想到这么方便！”阿里开玩笑说，自己早不是“外人”，是“内人”。原来他一直在中国求学，又留在国内，娶了湖北媳妇。

阿里介绍，武汉跨境电商氛围和政策都很不错，他看好武汉“新沿海”发展前景，其成立的武汉市洋葱跨境电子商务有限公司，今年还会尝试直播。

“很多‘外国人’都想在光谷创业，创业指导是不是该来个双语的？”收到阿里建议后，上门的服务专员表示，光谷将对符合条件的自然人投资的外资企业（含港澳台）提供更细致的帮办服务，确保该项改革在更大层面落地、惠及更多外籍自然人及港澳台自然人。
